How do I fix the cruise control in a '91 Jeep Cherokee Laredo?

I'll be anywhere from higher city speeds to highway speeds when I turn the cruise on & try to engage it, when I let go of the accelerator, my vehicle just slows down to a stop. I've checked all fuses & vacuum lines & replaced 1 line I found split at the reservoir & still no results.
